Plan for restoring the emergency response capacity of volunteer organizations

Department Head Order No. 719 of December 4, 2020, published in the Official Gazette No. 308 of December 12, 2020, with an estimated budget of €18,000,000.00, ordered the launch of the Plan for the repair, refitting or replacement of materials, equipment and vehicles used in emergency response activities related to the health risk associated with the onset of diseases resulting from COVID-19, for which a state of emergency was declared on January 31, 2020. This is to ensure the National Service’s response capacity in emergency situations.

The Regions, the Autonomous Provinces, and the volunteer organizations listed in the central list then submitted to the Civil Protection Department a list of the equipment and vehicles used that needed to be repaired, along with an estimate of the associated costs.

Following a preliminary review of the requests submitted by the Regions, the Autonomous Provinces, and the volunteer organizations listed in the Central List, it became necessary to supplement Order No. 719 of 2020 with an additional order, No. 768 of 2021, in the amount of €19,000,000.00, for a total of €37,000,000.00, to meet the needs expressed.

In order to review the applications received, Decree No. 346 of February 15, 2021, established a special working group to ensure ongoing communication between the Department and the relevant parties for the assessment of the needs reported by the Regions, the Autonomous Provinces, local volunteer organizations, and volunteer organizations registered in the central civil protection volunteer list.

By Decree of the Head of Department No. 2972 of October 14, 2021, the allocation of funds to volunteer organizations listed in the Central list was formalized; the list includes 17 beneficiaries for a total amount of €5,628,530.21.

By Decree of the Head of Department No. 1403 of May 22, 2022, the allocation of funds was formalized to meet the needs reported by the Regions, the Autonomous Provinces, and local volunteer organizations, covering a total of 1,501 beneficiaries for a total amount of €30,789,608.63.

Attached to the Decrees are tables listing the beneficiaries of the projects submitted by the Regions, the Autonomous Provinces, and the volunteer organizations eligible for funding under Orders No. 719 and No. 768.

Subsequently, by Order No. 905 of July 18, 2022, in order to facilitate the replacement of materials, equipment, and vehicles provided to volunteer associations, the option was granted to revise the lists of projects submitted by the Regions, the Autonomous Provinces, and the volunteer organizations registered in the central list.
