The Emergency Management Office:

  1. coordinates, with the operations rooms, the monitoring of information from the territory, in conjunction with the components and operational structures of the National Service;
  2. in support of the action of the Head of the Department coordinates the operational response of the National Service and directs that of the Department in emergency situations;
  3. ensures the coordination of the Crisis Unit of the Department;
  4. coordinates the preparation and the implementation of the guidelines for the planning of emergencies and exercises, as well as operational models and intervention for the management of emergencies and exercises on the national and international level;
  5. supports the activity of the Operational Committee of Civil Protection;
  6. manages the participation of the Department in the 'Interministerial Nucleus Situation and Planning
  7. coordinates activities aimed at the preparation of guidelines and criteria for the application of measures to assist the population in case of emergency.

Italy Situation Room and Maritime Emergency Operations Centre – COEMM:

  1. Elaborates organizational models and procedures for the SISTEMA functioning at the Sala situazione Italia (SitRoom) and for integrating operative structures of the National Civil Protection Service.
  2. collects, monitors, and shares information on emergencies;
  3. activates the operational response of the Department in emergency situations;
  4. evaluates the crises after sea pollution events, giving support for rescuing wrecks in case of declaration of a state of emergency. It also monitors rescue activities in the event of accidents at sea through the Operations Centre for Maritime Emergencies (COEMM).

    The Civil Protection Planning and Exercises Unit deals with:

    1. collection, monitoring and sharing of information on civil protection emergency planning;
    2. design, programming and implementation of civil protection planning of national importance and of guidelines for civil protection planning at different territorial levels;
    3. design, planning and implementation of national and international exercises of civil protection and development of organizational models and procedures of training activities of territorial level, by determining, the modalities of participation and intervention of the Department.

      Joint Air Operations Centre – COAU:

      1. develops organizational models and procedures for the use of State aircraft in aerial forest firefighting;
      2. designs, plans, and implements the aeronautical activities of National Service interest through the operational use of aircraft in case of emergency or for further Department's needs or other needs of the Department in Italy or abroad; 
      3. collects, monitors, and shares information and data of aeronautical interest.

        The Mobility and Essential Services Unit deals with:

        1. the development of organizational models and procedures for the exchange of information and data with the managers of mobility infrastructures and essential services of national interest, as well as for their activation in emergencies;
        2. the design, planning and implementation of activities aimed at ensuring, in emergencies, the continuity or restoration of the functionality of mobility infrastructure and essential services;
        3. the development of organizational models and procedures within the scope of the National Service's activities for the purpose of coordinating emergencies in the event of rail, air, or technological accidents or those involving mobility infrastructure and essential services; 
        4. participation in the mobility activities of the National Coordination Centre operating within the Ministry of the Interior.

          The National and Territorial Logistics Resources Unit deals with:

          1. the development of organizational models and procedures for the coordinated deployment of personnel, vehicles, materials, equipment and any other resources of the National Service in emergencies;
          2. the development of organizational models and procedures for the coordinated deployment of the national mobile column of the Regions and Autonomous Provinces in emergencies;
          3. the planning of the deployment and operational management of the means, materials and equipment that ensure the Department's operability in emergencies.
