The Department Head ensures direction, coordination, and control for the components and operational structures of the National Civil Protection Service in risk forecasting, prevention and mitigation, emergency management, and response. Under the direct authority of the Head of Department operate the Secretariat Service of the Head of Department, the Press Office, the Communication Unit, the Institutional Relations and Initiatives Unit, the Legal and Legislative Activities Unit, and the Litigation and Transparency Unit. Also reported directly to the Head of Department are the activities within the NATO-EU/S checkpoint.

The Head of the Department is supported by a First-level Executive Officer, who assists with advisory, study, and research tasks and collaborates directly with a Legal Advisor.

The Service deals with:

  1. activities concerning the institutional relations of the Head of Department;
  2. the document management of the Department and the elaboration of organizational models and procedures;
  3. design, planning and implementation of technical and operational support to the institutional activity of the Head of Department, including through the acquisition of elements produced by the Offices and Services useful for the coordinated development of documents and reports,
  4. support to the activities of the Joint Committee State-Regions-Local Authorities and other bodies of discussion and collaboration between the State, Regions and local authorities for civil protection issues.

The Office deals with:

  1. media relations;
  2. gathering, monitoring and sharing of press agencies, tele-radio newspaper services, television and radio broadcasts, and the realization of the daily and periodical press release;
  3. participation in the design, planning and implementation of the Department's institutional communication strategies;
  4. management of the Department's social media.

The Unit deals with:

  1. design, planning and implementation of the Department's information and communication activities, drafting and updating of the institutional website, promotion of initiatives oriented to new media;
  2. collection, monitoring, and sharing of digital documentation on the public activities of the Department;
  3. relations with citizens through the Department's Contact Center;
  4. development of organizational models and procedures to promote the coordination of communication activities in emergencies;
  5. design, planning, and implementation of initiatives to spread the culture of civil protection and encourage the active participation of citizens;
  6. coordination of the management of the Observatory on good civil protection practices.

The Unit deals with:

  1. support activities to the Head of Department in institutional relations and the management of bodies and committees within its competence, including the definition of agreements and documents of strategic importance;
  2. management of preliminary investigations for the granting of patronage by the Presidency of the Council of Ministers to events of interest and civil protection merits;
  3. design, planning and implementation of the projects of the Department's Civil Service;
  4. coordination of the Department's conference and seminar activities.

The Unit deals with:

  1. the development of regulatory acts and measures, both ordinary and extraordinary, within the Department's areas of action;
  2. the participation in the process of forming laws and measures of ordinary nature.
  3. the parliamentary activity and feedback to acts of inspection;
  4. the activity necessary for issuing legal opinions on regional laws;
  5. the evaluation and study of problems of a legal and legislative nature.

The Unit deals with:

  1. the evaluation and management of EU and international constitutional, civil, criminal, administrative, accounting, and arbitration litigation, as well as pre-litigation, extrajudicial activities, and extraordinary appeals to the President of the Republic;
  2. relations with the Italian State Legal Advisory Service and judicial bodies;
  3. the management of files related to information requests from the European Commission, which may lead to the initiation of infringement procedures, as well as files related to those procedures and the management of requests for access to EU documents made by the European Commission and handling preliminary references to the EU Court of Justice;
  4. the evaluation and management of requests for civic access under Legislative Decree 33/2013;
  5. the assessment and management of requests for access to documents under Law No. 241/1990;
  6. the design, planning and implementation of activities aimed at ensuring the transparency and prevention of corruption of the administrative action of the Department, consequent relations with the Office of Internal Control of the Presidency of the Council of Ministers and presiding over the tools provided.

The NRPP Unit, set up pursuant the Prime Minister's Decree of July 30, 2021 and Decree of the Secretary General of November 9, 2021, is competent in the NRRP-related tasks in the investment area of the Department of Civil Protection and performs the following functions:

  1. management coordination;
  2. monitoring of the implementation of interventions;
  3. reporting and monitoring of interventions.

In carrying out these activities, the Unit shall ensure the liaison of the Department of Civil Protection with the Mission Unit established in the Office of the Secretary General of the Presidency of the Council of Ministers by the Decree of the President of the Council of Ministers July 30, 2021.

The Temporary Structure supports the Department of Civil Protection, in particular, in carrying out the following activities:

  1. coordination of the parties referred to in the Extraordinary plan for vulnerability analysis of built-up areas directly affected by the phenomenon of bradyseism provided for in Article 2 of Decree-Law 140/2023 converted, with amendments, into Law No. 183 of December 7, 2023;
  2. drafting a technical proposal related to the Extraordinary plan referred to in 1;
  3. implementation and monitoring of the measures provided for in the Extraordinary plan referred to in 1.

The Head of Department, in the performance of his duties, shall be supported by a first-level Executive Officer with advisory, study and research tasks for:

technical-specialist consulting activities concerning the implementation of the national public warning system IT-alert, the support to the relevant Administrations and agencies for the implementation above, and the design and realization of a dedicated IT-alert Operation Room.

The Legal Advisor lends support to the Head of Department for the following purposes:

  1. advises on legal issues related to the operations of the Department,  covers the development of both regular and extraordinary measures that are relevant to the Department, addresses actions that should be coordinated with other administrations and discusses matters concerning public acts and agreements;
  2. supports and assists the Head of Department in the activities assigned to the areas of coordination of the Legal and Legislative Activities Unit and the Litigation and Transparency Unit.
