The Office I – Volunteering, Traning and Assistance:

  1. promotes the development of organized civil protection voluntary work;
  2. manages the development and deployment of the Department's logistical, health, and emergency telecommunications resources;
  3. coordinates the preparation of guidelines, organizational models, and procedures for the development and use of logistical resources, health and emergency telecommunications, components and operational structures, and mobile units of the National Service;
  4. coordinates the activation and employment of the resources of the National Service;
  5. supports the activity of the representative bodies of the Civil Protection Volunteers.
  6. coordinates activities aimed at the preparation of guidelines and criteria for the application of measures to assist the population in emergencies;
  7. promotes and implements training activities for the personnel of the Department and the components and operational structures of the National Service, as well as to ensure their full integration.

The Volunteering Unit deals with

  1. the elaboration of organizational models and procedures to promote the activity and development of civil protection voluntary organizations in the areas of education, training and mobilization in the different phases of civil protection activities;
  2. the design, planning and implementation of activities to ensure the contribution of voluntary organizations to the activities of the National Service in emergency situations, as well as for non-structural prevention activities;
  3. technical-administrative and preliminary activities concerning reimbursements and contributions to voluntary organizations;
  4. support for the activities of the representative bodies of voluntary civil protection organizations.

    The Training and Skills Development Unit deals with:

    1. design, planning, and implementation of training models and activities across various components and operational structures to promote the dissemination of common languages and procedures throughout the National Service, including through exercises and training;
    2. Design, programming, and implementation of projects for students at all educational levels focused on civil protection;
    3. design, planning and implementation of models of training, exercise and training activities of the personnel of the Department in cooperation with the General Secretariat of the Presidency of the Council of Ministers;
    4. participation of Department personnel in training projects as experts or teachers.

      The Health and Care Activities Management Unit deals with:

      1. development of organizational models and procedures for the National Service's intervention in emergencies, focusing on a broad range of assistance for the population with particular reference to the definition and organization of housing support measures, such as camp facilities, hotels, and other similar accommodations, as well as services related to health, psychological care, and social health support;
      2. elaboration of organizational models and procedures for the intervention of the National Service in health and veterinary emergencies;
      3. relations with the components of the National Health Service and their employment in exercises and in emergency situations, also in order to ensure continuity in the provision of health, psychological and social-health assistance to the population.
