\"In protezione civile non esiste una pianificazione ideale, data una volta per tutte: piani e procedure funzionano solo se sono costantemente messi alla prova, testati e perfezionati\" Così il Capo Dipartimento Fabrizio Curcio ha commentato l'esercitazione “per posti di comando” sul bradisismo svoltasi stamattina. \"Questo è ancora più vero per in un'area come quella dei Campi Flegrei, - ha proseguito Curcio - dove coesistono diversi fattori di rischio ed è quindi necessario testare scenari diversi per essere pronti in caso di emergenza. Oggi l'esercitazione ha coinvolto principalmente gli addetti ai lavori, per verificare l’operatività dei centri di coordinamento e delle sale operative, e nei prossimi mesi continueremo a lavorare con il territorio per altre due simulazioni, a maggio e a ottobre, con la consapevolezza che le esercitazioni servono a far emergere possibili criticità e individuare insieme le soluzioni.\"

Quella che si è tenuta oggi è la prima delle tre esercitazioni di protezione civile previste per il 2024 in area flegrea, organizzata dal Dipartimento della Protezione Civile, d’intesa con la Regione Campania, con il coinvolgimento della Città Metropolitana e della Prefettura-UGT di Napoli, nonché dei comuni interessati. Oltre all’attivazione delle sale e dei centri di coordinamento, la giornata di test ha previsto anche le evacuazioni di quattro plessi scolastici: l’istituto Madonna Assunta a Bagnoli nel comune di Napoli, l’istituto Paolo di Tarso a Bacoli, e le scuole San Giuseppe e Giacinto Diano a Pozzuoli.

La prossima tappa del percorso esercitativo, incentrata sulle procedure operative definite dal Piano speditivo di emergenza per l’area del bradisismo, è fissata per il 30 e 31 maggio, a cui ne seguirà una terza nel mese di ottobre 2024 per testare il Piano nazionale per il rischio vulcanico ai Campi Flegrei.

The Department of Civil Protection, in partnership with the CIMA Research Foundation, is planning a conference to learn more about and share the latest research in humanities and social sciences that could be relevant to civil protection. The event is planned for September 23 and 24, 2024, in Rome at the Department of Civil Protection headquarters.

Since its establishment, the civil protection system has found in the scientific community an essential scientific-technical support, enhanced over the years with leading expertise from the STEM disciplines. Now, the urge has emerged to integrate into the system the knowledge resulting from humanities and social sciences research: the aim is to provide new sharing spaces, connect with another research environment, and promote a holistic approach to the topics of risk reduction and management, environmental and land protection, focusing on humans and communities. Furthermore, the call provides a significant opportunity to meet and learn about each other.

By May 20, lecturers, researchers, experts, and authors can register and submit a short abstract for a presentation or poster on studies related to the topics of the conference by filling out this form: https://forms.office.com/e/3f65qnFPNu

The Civil Protection Department, the leading partner of the European consortium that organizes the UCPM Training Programme, will continue with the residential phase of the Union Mechanism Introduction Course - UMI  from April 15 to 17. Italy is leading the dedicated group, including Spain, Portugal, and Romania, for the introductory courses.

The three-day residential phase of the course follows up on the recently completed online training, which included self-managed modules and activities and dedicated webinars.

\n

UMI courses provide the required knowledge on the Union Mechanism, emergency management, and the legal framework of civil protection and humanitarian aid. They are the entry-level courses of the UCPM Training Programme.

\n

The European Commission, within the framework of the EU Civil Protection Knowledge Network, established by Decision (EU) 2019/420, provides and funds the Training Program. The program is designed to enhance prevention, preparedness, and disaster response, and it is aimed at civil protection and emergency management personnel both within and outside the EU who can be deployed as part of a European team.

\n

The program also encourages the complementarity of intervention teams and the improvement of the competence of the involved experts, such as EU Member States, UCPM Participating States, EU candidate or potential candidate countries, countries within the European Neighbourhood Policy (ENP), representatives from the UN and other organizations involved in international disaster management operations.

IT-alert is the new public warning system that provides immediate information to the population. It broadcasts alert messages to mobile phones in a specific geographical area in case of upcoming or ongoing major emergencies or disasters.

From 13 February 2024, IT-alert is operational for the following civil protection hazards:

•  Nuclear accident or radiological emergency situation
\n•  Major accidents at industrial facilities;
\n•  Collapse of a large dam;
\n•  Volcanic activity in the areas of the Phlegraean Fields, Vesuvius, and at the island of Vulcano.

For the risk scenarios of heavy rainfall, earthquake-generated tsunami, and Stromboli volcanic activity, the testing phase has been extended for another year.

At this stage of first operativity of the system, the Department of Civil Protection is in charge of sending IT-alert messages.
