\nCONSIDERATA la necessità di dover disporre, senza alcun indugio, degli strumenti necessari a garantire una gestione coordinata delle cerimonie funebri di Papa Francesco, del conclave e dell’intronizzazione del nuovo Pontefice, con l’obiettivo prioritario di assicurare l’assistenza necessaria alle persone che giungono nella Capitale per parteciparvi, promuovendo, in raccordo con le competenti autorità, la continuità operativa, anche ai fini del mantenimento della sicurezza e dell’ordine pubblico e senza interruzioni nei servizi essenziali nonché nel pieno rispetto delle tradizioni liturgiche e protocollari, tenuto conto del rilievo internazionale degli eventi;
\nCONSIDERATO che per l’evento si prevede un massiccio afflusso di persone nella Capitale;
\nCONSIDERATO che il summenzionato decreto-legge sancisce che il Capo del Dipartimento della Protezione civile della Presidenza del Consiglio dei Ministri garantisca, tra l’altro, il coordinamento di tutte le attività, operando in stretto raccordo con il Prefetto di Roma, il Commissario di Governo per il Giubileo della Chiesa cattolica 2025, il Presidente della Regione Lazio e il Sindaco di Roma Capitale, nonché con le altre amministrazioni, gli enti pubblici e privati e le società di servizi, anche attraverso l'interscambio delle informazioni utili in un contesto di sinergie operative;
\nRAVVISATA la necessità di disporre degli strumenti necessari per una organizzata e coordinata gestione degli eventi, garantendo tutta l’assistenza necessaria alle persone coinvolte;
\nATTESO che la situazione in atto necessita di una tempestività e flessibilità di azione tali da non consentire l’espletamento di procedure ordinarie, bensì richiede l’utilizzo di poteri straordinari in deroga all’ordinamento vigente;

\nVISTI gli articoli 77 e 87 della Costituzione;
\nVISTA la legge 25 marzo 1985, n. 121, recante «Ratifica ed esecuzione dell'accordo, con protocollo addizionale, firmato a Roma il 18 febbraio 1984, che apporta modificazioni al Concordato lateranense dell'11 febbraio 1929, tra la Repubblica italiana e la Santa Sede»;
\nVISTO il decreto legislativo 2 gennaio 2018, n. 1, recante «Codice della protezione civile»;
\nCONSIDERATO che il giorno 21 aprile 2025 è scomparso il Santo Padre Francesco, per cui le relative esequie comporteranno la partecipazione di migliaia di fedeli e devoti provenienti da tutte le parti di Italia e del mondo;
\nCONSIDERATO che, conseguentemente alla scomparsa del Santo Padre, vi sarà la celebrazione per l'inizio del ministero del nuovo Pontefice, per cui si impone la definizione e l'attuazione di straordinarie misure organizzative efficaci sotto il profilo della mobilità, dell'accoglienza e dell'assistenza, anche sanitaria, e di quant'altro occorra ad assicurare una ordinata partecipazione dei fedeli;
\nCONSIDERATA la necessità di garantire misure urgenti adeguate alla straordinarietà dei citati eventi, da assumere con l'esercizio di poteri in deroga alle vigenti normative;
\nVISTA la deliberazione del Consiglio dei ministri, adottata nella riunione del 22 aprile 2025;
\nSULLA PROPOSTA del Presidente del Consiglio dei ministri e del Ministro per la protezione civile e le politiche del mare, di concerto con i Ministri dell'interno, della difesa e della salute;
