Transfers of Funds to Regions pursuant to Article 11 of Law No. 77/2009

Article 11 of Decree-Law No. 39 of April 28 2009, 2009, establishes a funding programme for seismic risk prevention measures throughout the country, allocating €965 million over a seven-year period (2010–2016). Implementation is entrusted to the Civil Protection Department, and regulated through ordinances adopted by the Head of the Civil Protection Department. 

Under these ordinances, funding is provided for: 

(a) seismic microzonation studies; 
(b) local strengthening works, seismic upgrading, or the demolition and reconstruction of buildings and public infrastructure of strategic importance for civil protection purposes; 
(c) local structural interventions for the strengthening, or seismic upgrading, or demolition and reconstruction of private buildings; 
(d) other urgent and non-deferrable measures to mitigate seismic risk, particularly in areas with high levels of vulnerability and exposure. 

From 2013 onwards, funding has also been extended to public school buildings, with priority given to those that serve strategic functions within civil protection emergency plans. 

This section presents the transfers made by the Department of Civil Protection to Regions and Autonomous Provinces for the relevant funding years, starting from 20 April 2013, when Legislative Decree No. 33 came into force.
